Field of workOperational Delivery Brief Description The DfT National Networks Group is responsible for supporting the national rail network. The passenger railway has a high public profile and attracts considerable stakeholder attention. The Rail Division sets the strategy and specification for the railway whilst delivery of rail services is via complex contractual and regulatory arrangements with private sector partners. The role requires a qualified or part-qualified accountant familiar with Government Accounting and holding strong analytical and excel modelling skills who will provide support on specialist Rail Finance Planning & Appraisal issues in the DfT National Networks Finance & Planning Directorate. This small team reports to the Deputy Director Finance Reporting & Control. Vacancy description Work involves: o Monitoring and reporting upon the performance of major programmes of the RNN Group and HLOS, challenging Programme sponsors and managers, identifying progress, risks and opportunities and ensuring their accurate reflection in the Long Term Forecast. o Development of financial models to support the analysis of projects, external companies and the contribution of financial data. o Contributing to the Long Term Forecast by ensuring the inclusion of relevant data and scenarios and the preparation of notes, papers and presentations as appropriate. o Ensuring the robustness and security of models maintaining a comprehensive audit trail. o Monitoring and reporting upon the performance of Network Rail and Train Operating Companies. o Identifying and developing key internal and external stakeholder relationships. o Representing the Finance Department at project and other boards and presenting clear arguments and opinions. o Establishing and maintaining a comprehensive risk register.
