General Responsibilities:

1. To determine the strategic direction of the division and anticipate the changes influencing the

division/group both internal and external, and evaluate the risks and opportunities, putting

appropriate strategies/plans into action.

2. In line with corporate plan oversee and co-ordinate the service plans for the division/group, including

regularly evaluation of progress against service plans and agreeing appropriate follow up actions

with service managers.

3. Foster a high performance culture within the division/group ensuring efficiencies are maximised

across the division and continuous improvement occurs. To be responsible for target setting,

performance, business planning and budget management within the resources available and in line

with priorities and financial limits agreed by Council Members.

4. To be accountable for significant budgets, directly influencing the budget setting and long term

financial planning of the division/group and demonstrating value for money in the delivery of its

services.

5. To provide leadership to the workforce of the division/group in order to secure high-quality

performance: motivating employees at all levels, encouraging innovation and initiative, securing the

highest managerial and professional standards, ensuring good internal communications, and

fostering equality of opportunity. To be responsible for all Human Resource matters including health,

safety and welfare of employees as well as recruitment, development and disciplinary matters.

6. To ensure the effective deployment of the workforce in the division to deliver the Council’s

objectives.

7. To ensure effective working relationships with all partners, both internal and external.

8. Facilitate positive, regular engagement with all stakeholders to inform continuous service

improvements.

9. To contribute to the overall management of the directorate.
