To provide technical leadership in the planning, development and support of products and services that are delivered via the web, providing technical solutions in accordance with Met Office IT strategy and ensuring products and services are delivered in accordance with recognised best practice. - Provide technical consultancy to Portfolio Managers, Project Managers and customers with regard to the development and maintenance of web services to ensure that expectations are realistic and projects will meet the business requirements.
- Design and specify appropriate solutions using innovative and emerging technologies to enable the business to exploit new opportunities whilst remaining compliant with the agreed architecture and Met Office IT Strategy.
- Lead the team in the development of software, checking quality and monitoring progress to ensure the successful delivery of the project. Ensure that appropriate documentation and training is provided to enable the service to be supported in an operational environment.
- Contribute to and advise on resourcing and training plans to ensure the skills of the team remain consistent with the business requirements whilst enabling adoption of relevant technology advances.
- Work on projects as part of the technical team to deliver products and services in accordance with milestones and agreed requirements.
- As line manager, take responsibility for all aspects of team management and performance, taking corrective action as necessary, and continually improving team motivation and productivity to ensure customer and colleague expectations are met
Qualifications, skills and abilities required Essential- A qualification in computer science, computing or other numerate subject, or equivalent experience
- Evidence of providing leadership to small- and medium-sized software development teams achieving a high rate of success in delivering projects
- Enthusiasm for working in the IT arena, providing innovative, professional and high-quality services incorporating new technologies in an appropriate manner
- Demonstrable experience of OOAD (Object-Oriented Analysis and Design) concepts and techniques including the use of UML in the design of IT solutions
- Ability to communicate easily, enthusiastically and professionally with a range of customers and colleagues and to work effectively as part of a team.
- Experience of delivering web-based solutions and familiarity with web technologies including the use of web services
- Demonstrable knowledge of IT security principles - in particular those which relate directly to delivery of services over the web.
Desirable- Experience of working with any of the following technologies: XML, Java (JEE), Flex, Actionscript, Javascript, HTML
- Familiarity with the principles of REST-based web services
- Experience of delivering RIA-type solutions.
- Experience with agile development processes
- Wider IT knowledge of hardware, storage technologies and/or networks
- A commitment to continual personal professional development
