Directorate:Hazardous Installations Directorate (HID)Location: C&I specialists are needed to carry out work in the South and South East of England and in Scotland. Preferred office locations are Aberdeen, Basingstoke or Chelmsford, but other locations will be considered. Salary: The maximum of the pay range is £49,713. You will be appointed within the range £40,695 to £44,786. Terms of appointment will be negotiated with the successful candidates with starting salary dependent on skills and experience. Under HSE's current pay arrangements, subject to an effective level of performance, staff progress annually towards the maximum of their pay scale. Background The post holder will be part of a team responsible for the inspection of onshore major hazard installations (e.g. oil refineries, chemical works), providing expertise in their specialist field. Your technical advice should provide a sound basis for employers to set and maintain appropriate safety standards. About the Role - Provide advice on safety matters associated with your specialist topic as part of a team assessing and verifying compliance with the Control of Major Accidents Hazards Regulations 1999 (COMAH) and the Health and Safety at Work Act 1974;
- Carry out inspections of major hazard establishments with respect to C&I specialist issues;
- Assess COMAH Safety Reports drawing conclusions as to the adequacy of the Report itself and recommendations for future inspection topics;
- Investigate accidents and incidents;
- Provide support for enforcement action, including the preparation of technical reports and provision of expert evidence in legal proceedings;
- Make contributions to HSE's overall strategy for health and safety.
Person Requirements - A degree or equivalent qualification in a relevant subject.
- Membership of a relevant Institution (e.g. Institution of Engineering and Technology) and registration with the Engineering Council as a Chartered Engineer or the qualifications and experience to apply for membership and registration.
- Ability to apply your discipline skill in this industry sector and the personal qualities and communication skills to operate in a regulatory and standard setting environment.
- Knowledge of the design, installation and maintenance of process control and protective systems based on electrical, electronic and programmable electronic technologies, and the application of such systems in safety-related duties.
- Knowledge of the selection. installation and maintenance of equipment used in potentially flammable/explosive atmospheres.
- An understanding of human factors where relevant to control systems e.g. alarm handling and interface design.
- Experience of electrical power distribution systems would be an advantage, but is not essential
