| Job Summary | The International Assignment Manager is responsible for the day-to-day management and administration of the company’s International Assignee, Immigration and International Relocation programs. This position supports the HR needs of the organization by providing expertise in the areas of international transfers and immigration and manages the organization's policies and procedures associated with these programs. Works with local and global HR, US payroll, accounts payable and benefits along with the company’s international employment attorneys, immigration attorneys, social security administration and other vendors to ensure a seamless transition of employee transfers from one company to another. | | Responsibilities | The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all duties, responsibilities and skills required of personnel so classified.
1. INTERNATIONAL ASSIGNEE PROGRAM - Manages and administers the International Assignee program for the transfer of employees both in and out of the country in accordance with the company’s International Mobility Policy. Includes but not limited to:
- Assignee initiation - drafting of assignment letters, coordination with tax firm for cost projections, compensation worksheets, and coordination with cost of living provider for location specific information.
- Policy counseling and administration - documentation, coordination and administration of processes, policies and procedures, explanation to assignee of benefits if applicable, third party payments. Makes appropriate policy enhancement recommendations to executive committee.
- Compensation administration - Coordination with tax firm for compensation worksheets, cost projections, hypo withholdings, tax advice for cost saving strategies. Coordination with cost of living data provider for COLA adjustments. Interface with Payroll and Accounts Payable for salary/benefits administration including payroll setup, allowance deliveries, tax equalization payments, home pension/superannuation contributions, terminations, localizations, etc. Annual salary review and executive remuneration disclosure. Year-end compensation and tax equalization reconciliation.
- Destination services coordination as applicable. Pre-and post arrival coordination, including home finding assistance, banking/car program assistance, community registration (driver's license, social security), etc.
- Ongoing assignment support. Administration and coordination of assignee benefits, policy advice and counseling, compensation administration and file management.
- Tax and legal compliance. Coordinate with company nominated tax firm to ensure assignee's home and host income tax returns are filed in timely manner and adhere to local requirements and policy. Ensure that the company utilizes social security exemptions where application and work permits are in accordance with host location requirements.
- Departures. Provide assistance with transfer out of the destination upon conclusion of the assignment and coordination with home country or country of transfer.
- Invoices. Prepare and monitor monthly billing from tax and legal providers to ensure payment is current.
2. IMMIGRATION PROGRAM. Administers policies and programs for immigration process for new employees and inter-company transfers. Working with company nominated immigration firm, responsible for processing immigration applications, visas and visa extensions.
- Advise and consult with foreign employees and managers on immigration and visa procedures.
- Applies for Certificate of Coverage as applicable and advises payroll on withholding categories for all visa recipients.
- Track legal status of foreign employees and timely inform the business of renewal/expiration options.
- Provide appropriate forms and process to applicants and managers for visa and green card applications.
- Review documents for submission to immigration attorneys.
- Work with attorneys on complex immigration issues as related to employee situations.
- Answer questions for applicants and provides updates on their progress when requested.
- Assist with local office I-9 compliance with respect to immigration issues as required.
- Process and pay all immigration-related invoices.
- Maintain internal immigration guidelines and make adjustments to policies when needed.
- Information source & counselor for recruiters and managers regarding immigration issues.
| | Minimum Requirements | 1. Four-year degree in related background or equivalent experience. 2. 10 years experience in a similar role required. 3. Understanding of international/expatriate programs, immigration and relocation management. 4. Knowledge of human resources policies and procedures and their application in the day-to-day work environment along with general knowledge of compensation and benefits. 5. Familiar with applicable state and federal employment laws. 6. Excellent verbal and written communication skills. 7. Ability to maintain highly confidential information, consistent with the function of Human Resources. 8. Excellent interpersonal and organizational skills to direct and communicate with others. 9. Proven proficiency in current corporate software packages, including knowledge of Human Resource Information Systems. 10. Strong attention to detail and able to handle multiple priorities in a fast-paced environment. 11. Maintain customer service excellence and focus and aim to create best practices in all areas of responsibility. 12. Able to work independently with minimal supervision. Provides regular updates to VP/Compensation & Benefits.
