You will provide a comprehensive range of legal services to the Ministry so as to meet the Ministry’s organisational goals and operational needs; ensure that the Ministry operates in accordance with the law; and protect the interests of the Government, the Ministry and the public healthcare sector at large. Key responsibilities include: - Rendering legal advice on civil matters in response to queries raised by client divisions and statutory boards, covering areas such as constitutional and administrative law; medical law; tort law; contract law and government procurement; intellectual property; charities law; statutory interpretation etc);
- Reendering advice on international law matters (eg. WTO law, WHO international health regulations, FTAs and other bilaterial/multilateral agreements etc), and drafting/vetting international agreements and MOU;
- Rendering criminal law advice in response to queries raised by client divisions and statutory boards, including legal assistance during the planning and in the course of enforcement operations;
- Providing the legal perspective to policy development and operational planning;
- Drafting and vetting primary and subsidiary legislation;
- Drafting and vetting commercial and non-commercial agreements (eg. procurement contracts and tenders, employment contracts, MOU, agency agreements, etc);
- Promoting basic legal education in the Ministry.
Job Holder Requirements: - Bachelor of Law with good Honours from a recognised university;
- Relevant work experience in the public and / or private sector;
- Sense of responsibility, able to work independently in a fast-paced environment, enjoys being a solution provider, preferably has a good feel of the corporate environment and the structures and functions of government.
