The work will involve: - Carrying out inspections, including underground, as part of the Mines Inspectorate intervention plan to assess the effectiveness of measures in place by duty holders to control the risks associated with mineral winning activities at mines, and the safe operation of rail mounted cableways.
- Investigating health and safety related accidents and incidents at mines.
- Providing expert advice on mining engineering safety matters, and verifying compliance with the requirements of the Health and Safety at Work etc. Act.1974 and all other relevant statutory provisions.
- Providing technical support for legal enforcement action, including the preparation of technical reports and the provision of expert evidence in legal proceedings.
- Representing HSE at meetings with duty-holders, trade associations, professional bodies, national and international standard bodies promoting good practice in mining engineering.
- Advising and working with duty holders and the Mines Rescue Service in managing underground emergencies
Person RequirementsApplicants must have: - A bachelor degree in mining engineering or an equivalent academic qualification.
- Corporate membership of a relevant institution (e.g. IMMM) or the qualifications and experience to apply for registration and membership.
- A HSE approved First Class Certificate of Qualification or Competency to manage a Class A coal mine.
- Within the past 5 years have held a senior management post at a large modern producing coal mine or other senior responsible position for at least 2 years.
- A full driving licence that permits driving in the UK.
Relevant experience required: - The practical application and understanding of the design, operation and maintenance of mining equipment and techniques in mines.
- Understanding of the principles of safety as applied to the use of mineral extraction in the potentially explosive atmospheres and hazardous environments that can exist at coal and non coal mines.
- Knowledge and the application of current techniques to ensure the continuing safe and effective use of modern mining engineering equipment and techniques in mines.
- An understanding of the use of hazard identification and risk assessment techniques, for example HAZOPs, in the safe design and operation of equipment in mines.
- Effective communication and influencing skills, including the ability to write effective technical reports and to present complex technical information in a clear and concise way for a non technical audience.
