Performance Analyst - Peterborough  [01/02/2010]



Job Description

Contributes to the development of strategy and business planning for the Region by sourcing, collating, analysing data and information.

* Supports regional office colleagues by interrogating business intelligence databases to compile and extract information relevant to the region and to specific offender management activities including service and capacity planning
* Verifies the relevance and accuracy of data with colleagues as required and highlights to the Business Intelligence Service areas of inconsistency, or gaps in information
* Compiles user –friendly reports providing data, trends and analyses
* Compares information for the region with that of other regions, and national benchmark data and highlights opportunities to review performance and delivery arrangements.
* Works with colleagues in custodial, community services and commissioning to identify data requirements which will aid performance improvement activities.

Facilitates sharing and exchange of information between NOMS HQ, regional offices and offices of other Agencies

* Acts as the contact point between the centre and the region on the accuracy, availability and ease of access to information on regional and national business intelligence issues
* Raises queries and requests for information on behalf of regional colleagues where additional data is required
* Identifies information gaps and addresses them
* Make information available to the centre and other regions where this is provided locally by external agencies but of potential relevance and value to other areas within NOMS.
* Participates in for a to develop processes to actively share and exchange information between NOMS and relevant stakeholder organisations.

Supports the management of service delivery and contributes to risk assessment processes across the region

* Provides regional colleagues with information and data required in SLA and Contract negotiations
* Draws down data from the central performance hub and compiles monthly and quarterly consolidated performance information for the region. 
* Illustrates performance trends and highlights variations in business performance which may represent operational or delivery risks for the region and makes recommendations to the relevant regional manager or colleague
* Works with regional colleagues in community, custodial servcies and interventions, providing them with information to support them to frame proposals for addressing business risks and implementing sustained business performance improvements.

Provides data and information on national initiatives and local needs to guide the work of the commissioning and partnership teams

* Works with colleagues in commissioning, partnerships, HQ and other regions to develop metrics from which to evaluate the quality and cost effectiveness of offender management strategies
* Briefs regional colleagues on information, performance indicators and trend data which may point to the need for adjustments to be made in delivering offender management programmes

Works with HQ, service providers and local users to ensure that IT databases and processes are optimized

* Is proficient in interrogating, extracting and validating data sources from the business intelligence system
* Identifies opportunities for improving data held, access routes and reporting capabilities
* Trains colleagues in the regional office on how to access the business intelligence system and to obtain standard reports
* Demonstrates capability in presenting and translating information in a variety of forms to suit the needs of recipients and to offer reassurance on the integrity of the data provided.
* Provides performance and benchmark information to support custodial and community activities in their work with the voluntary and third party providers.
* Identifies process and data duplication and initiates / implements improvements

Work collaboratively within the Regional Office to deliver corporate activities

* Contribute to the development of strategy and business planning for the Region in light of financial challenges, VFM and service delivery targets
* Work as part of the regional team to build and maintain collaborative partnerships with internal and external stakeholders
* Actively participate in national meetings/working groups maintain a current awareness of political, social, legislative and policy changes affecting the service.
* Lead and encourage staff in the achievement of KPTs and standards for the Regional Office

 


      Skills & Qualifications

      There are no specific qualification requirements for this post.

      All staff are required to uphold the NOMS HQ and HM Prison Service aim, objectives and work within the Competency and Qualities Framework by working professionally, working with others and working to achieve results.

          Salary, Working Arrangements & Further Information

          Salary scale: £23,434 to £31,351 pa.

          Non operational managers generally work 37 hours and the post may be part of flexi time working.

          There are opportunities to access promotion programmes and the Prison Service provide a variety of training appropriate to individual posts.

          All staff are subject to regular review of their performance by managers using SPDR.
          Vetting and Barring Scheme (VBS)
          All Prison Officers and those working in regulated activity will be subject to the provisions of the Safeguarding Vulnerable Groups Act 2006. This seeks to ensure those who are deemed unsuitable from working with children and vulnerable adults are prevented from working in particular work settings or undertaking work of a specified nature. Barred individuals who seek to undertake work with vulnerable groups will be subject to criminal penalties.
